yes, as each device will be recognized as a separate device (otherwise how could you connect a mouse and keyboard to a hub? :P).

It uses a usb 3.0 port and splits it into 3 usb 2.0 ports and has the usb 3.0 as a pass through basically.
(since when splitting a single usb port, you also split the voltage and also the bandwidth. so its best to have a usb 3.0 hub to power multiple usb 2.0 devices, so you have enough power and bandwidth to not have any issues)
i guess if you are just using 4 controller, you probably dont "need" it, but why not its pretty cheap.
