r/UsbCHardware is the correct sub for questions regarding USB-PD, since this one isn't about gaming laptops.
But anyway, this rando power bank will most likely not charge your laptop, no cheap $20 power bank will. This Anker power bank combined with a Type-C to Type-C cable rated for 100W will do the job for most cheap Windows laptops. The non-rated cables are limited to 60W (20V 3A).
Exceptions are the Apple Silicon Macbooks, they usually will charge with the 20W iPhone bricks (especially since the Air ships with a 30W charger) as they sip power. Most Windows laptops require at least 45W to show up as charging and 65W to charge at a decent speed.
The amazon page says
Would be better to share the model of your laptop and the Amazon page of the power bank than a random marketing screenshot. That power bank in the picture probably won't even charge most phones at their full speed since it doesn't mention PPS.
