Its a cover that you hand stitch with thread over your steering wheel. Took me about 6 hrs of work. You can do it without removing the wheel but it was a lot easier with it off.

The specific one I bought was from amazon here. But I think you can get very similar quality from here with more options on styles. The amazon took 2 weeks to ship, think it comes from China.
