I heard Vallejo is good for brush painting. I saw amazon had Vallejo paint kits for American,German,Russian tanks are those a good?
Yes. But which brand of paint you use is also a lot of personal preference. I like vallejo, some people do not.
I have no idea how a varnish works, a youtuber said I need a varnish so the mineral spirits wont mess up the acrylic paints whatever that means. Is there any mineral spirit or acrylic thinner that would work well with Vallejo paints that is on Amazon?
Vallejo paints do scratch relatively easily and any washes don't flow well because they are very matt. A varnish will protect the paint and can cause washes and oils to flow better. Vallejo also makes some nice washes that are acrylic so less likely to damage paints and far less smelly
Vallejo makes a decent varnish. Personally I just use a satin varnish (and a grey primer) rattle can I picked up in the local DIY store.
What kind of pigment powders do you recommend adding for extra cool weathering effects, and do I need to buy a pigment fixer or would something else work just the same?
I'd advice you to first get the hang of the basics before trying pigments. People do tend to fix pigments with varnish. Tamiya has a few nice pigment sets. Others use crumbled pastels or even makeup from the dollar store.

Vallejo putty is quite nice. As is some sandpaper in 400 and 1600 grit.
Alternatively, would it be better that I get two nippers? one for the first snip off the runner and the second for the little piece of plastic left over on the piece. (I do have some heavy nippers, but they are really large and hard to get into the runners, and I often break the piece I'm trying to get out :c)

I also wanted to get new sandpaper sticks because the ones i got I've already pretty much used. What brands do you guys recommend. I saw some Dspiae`s sanding sponges on Amazon. But idk how well a sponge would work. I also saw Honoson also sold sanding sticks they seem to be very popular. LMK which one you recommend or if I should get some other ones.

Is there some place where I can buy replacement tracks for the m41 walker bulldog. I melted them together but when I put them on the tank it put so much tension on the drive wheel that it rips it out and the glue can't hold it. So is there some way I can get replacements and not melt them so short or is there some kind of modeling super glue that's super strong and that can washstand my rage after this horrendous mistake? :).
There's some extremely nice link tracks out there but they will cost 2-3 times what you paid for the bulldog.. I'd say use the M41 as a test bed for new paints and techniques and buy another one. Glueing vinyl tracks is, in my opinion, best done with a gel cyanoacrylate glue.
I currently have Tamiya extra thin cement and Revell Contacta Liquid, are those good or should I get some other ones later on?
Those are fine but won't work on vinyl tracks and phot etch parts. Get some gel cyanoacrylate

Also if you want to build planes and you need to glue a canopy see if you can borrow some white wood glue. A drop of that is all you need and it doesn't fog the plastic.
