You can buy it on Amazon. The bear is using the shark as a surfboard. That is an ankle strap, not a chain.

This one replaced one with a bear, holding a rifle, riding a shark. This one, actually. Only we paid $15 for it. Looks like the price went up.
Our next shower curtain won't have fire arms in it. Insanity of some kind, but no fire arms.

Edit: There is another version that has the rocket wiener. I think it's supposed to be a cigar?
