The new Hario Skerton Pro appears to have some great improvements over the older version. Along with the often recommended Baratza Encore and Capresso Infinity, there is also the Rok Grinder and the Hario V60 grinder in that price range, but neither of those were super well received, so it may be best to avoid those unless someone here chimes in that they love theirs.
Check out the skerton pro it fixed several issues the earlier models had with stabilizing the burrs.
I'd start with the Hario Ceramic Coffee Mill -Skerton Pro is well worth the $60. I've had the original/slim/pro versions and the Pro is the best it fixes all of the original issues.
If you really want to step up a notch in hand grinders I'd look at the Knock Aergrind it fits your budget ($160). Yes it's not a ceramic but it's a dual bearing grinder with coated blades for better consistency. It will do Espresso all the way to French Press grinds. It surprised me.
