See this informative webpage about wheels. Typically manufacturers call it "Super High Rebound" or "SHR" for short. Easy way to test is just drop them on the floor and see how high they bounce. More bounce = more speed.
Those bearings are NOT waterproof, but they are easily serviceable with rubber shields. I took out the grease they had in them and put Phil Wood Hydrophobic Grease in to replace it, which has worked really well so far. I also coated the rubber bearing walls. And I put in the oversized wheel spacers from my aggressive skates and coated the edges of the spacers to try to get a good seal to keep water out from the inside of the wheels. I'm going to keep testing them. They may well lose their water resistance after wearing in a bit. Or maybe they will fall apart when I jump down hard from somewhere. But either way, For Science!
