I can't comment on that particular brush, but I can say for certain that the "$100 off" claim is unmitigated BS. WSP's site has the full price at $100. Typical Amazon stuff.
As far as scritchiness, I find WSP's "superfine 2-band silvertip" a little prickly in a short-loft brush. So I'm going to assume that best badger will be much more so.
But since you're locked in to Amazon, consider going for a Prince, Duchess, or Monarch in "premium silvertip" instead. The knot should be much softer.
Another option is to go with boar hair. A good one will be silvertip-soft once it's broken in. I'm a big fan of the Semogue Owners Club, although the Semogue 2000 and the 1250 also get good reviews. (And that's just sticking to the undyed brushes.) For a high-performing budget choice, get the Omega 10049. Even if you end up with a badger brush, it's nice to have a boar brush too.
