You could try wet cleaning the record and making sure the cue lever is all the way down however the issue is often that the cheap $5 mechanism found in cheap suitcase players just can't handle modern bass heavy records.
Most anything better to play the record fine will be a component turntable with a better tonearm with a diamond tip stylus on an MM moving magnet cartridge connected to a built in RIAA phono preamp which the suitcase lacks.

Which model Victrola? The cheap suitcase players from Crosley, Victrola or dozens of other brands all basically have the same cheap $5 mechanism. As long as it's not skipping it's not necessarily going to destroy your records, however some records may skip on them. Change the cheap stylus every 50 hours or install a 300 hour diamond tip stylus.

No, you don't put any type of mat on those type of inexpensive turntables with the same $5 mechanism as a suitcase or all in one player.
However playing 12" records on a 9" platter should not cause the record to warp.
The issue with the $5 mechanism with the 9" platter and inexpensive ceramic cartridge is that it can skip on some records and they don't sound very good so you are not getting much sound quality out of the records that they are capable of providing.
A better turntable with better playback and sound quality will have a full size 12" platter and mat, a diamond tip stylus on an MM moving magnet cartridge and a built in RIAA phono preamp.

Some records may play fine and some new or bass heavy records may skip on a suitcase that usually won't on a better turntable. Try wet cleaning the skipping records. Make sure the cue lever is all the way down.

That's not a good system. It's best to avoid cheap home theater in a box systems with the small cheap plastic speakers that won't sound very good. They are the suitcase players of home theater systems.

The $120 price may compare to buying a $60 suitcase turntable plus a separate pair of $60 speakers that may sound a bit better than the speakers built into a suitcase player or at least are separated from the turntable for stereo separation and isolation from the turntable.

It's not. What cartridge and tonearm would you even try to install? Also, you would still be stuck with the cheap motor and small plastic platter.
The Journey and ITVS-750 seem to both have the same inexpensive mechanism.
The ITVS-750 may have a better built in speaker so it sounds at least better than the smaller suitcase player.
The sound quality of both of them is limited by the inexpensive ceramic cartridge.
Make sure the cue lever is down all the way. The bass heavy records won't skip on a better turntable with a better tonearm. The small bottle of cleaner may not do much, especially without a full rinse. Full soak wet clean to clean out the grooves and make sure it's not dirty records causing skipping.
If you are low on budget but want better playback and sound quality then get a low cost component turntable and a pair of low cost starter powered speakers.

Pass on the older Fluance RT81.
Fluance RT82 $299 newer improved model has auto stop and then adds an optical sensor speed controlled servo motor for lower wow and flutter and speed variation. Pass on the older RT80 and RT81 that lack the new speed sensor. Pass on the RT83 since the cartridge is not any better. Plus a $14 Pyle PP444 or $65 Art DJ Pre II phono preamp if not using an amp or receiver with a Phono input.
Ideally spend just as much or more on speakers as on the turntable or buy used for half the cost.
Compact 4" mid bass driver $100 Edifiers for a small room will be a sound quailty bottleneck for a $175 to $300 turntable. However if low on budget they are fine to start with then upgrade to better larger speakers later and move the Edifiers to computer speaker duty.
