In the picture you posted, the unit is missing at least its housing. It looks like it is the same as this product:
It's hard to tell if there is anything else missing. If it came to you like this without a housing, you should check for damaged or missing components on the board, and ideally work with a local amateur to test it on receive and transmit. If damaged, it could generate spurious emissions when hooked up to an antenna.
And, as others have already said, you need a license to transmit.
