A Boy and His Dragon and Treasure for Treasure, both by R. Cooper, have romances between humans and dragons who spend a lot of time in human form (so I guess they're sort of human shifters rather than dragon shifters, but maybe that's close enough?)

Ugh I missed the part about royalty, sorry! In Treasure for Treasure the dragon is sort of a princeling, though.
