The Cooler Master Hyper 212 Spectrum is the ARGB one that can do multiple colors at once, if something says RGB and not ARGB, it most likely uses the older 12v RGB headers that are only capable of 1 color at a time
Cooler Master used to make the best value CPU cooler a few years ago and I would always recommend them, but now these other companies are making practically the same product for half the price!
I wouldn't pay more than like $30 for it honestly, it's really just a chunk of metal with an outdated fan! For $55 (hopefully similar price to wherever you are), you can get this thermalright cooler and 2 arctic p12 fans that will blow that Cooler Master cooler out of the water
You can click links in table below to see review score of each part.
2 x 140mm fans - front, 2 x 120mm fans - top.
I have used both this and Noctua NH-D15 variants and this performs the same, looks better, and is half the price. Plus the box it comes in, and the attention to detail in the packaging, makes unboxing a real pleasure, LOL. For $55 this is a steal. High end air cooling.

EDIT: Someone pointed out to me the Peerless Assassin 120 is as good for even less money, so cheapskates out there looking for high end air cooling, I have to admit when someone bests my picks.

Thank you so much for these lists, they've been so useful for building up a PC for family. I was actually using the $1850 "High End Recommendation" build (thank you for leaving old builds on your profile even if you remove them from the updated list! It helps a lot. ) as a base. I did have one question about the power supply and how wattage needed is calculated, and I guess this question really applies to any build:
How does someone go about calculating the necessary power supply for any particular build? I notice pcpartpicker has an estimated wattage of 469W, with the fan ( Thermalright Peerless Assassin 120 SE 66.17 CFM at the moment ) having an estimated wattage of roughly 5-10W. However when I go to purchase it on Amazon it shows a wattage of 265W. I understand that this is probably the maximum wattage usable or something like that, but I'm a little confused as to how pcpartpicker's average is calculated, and if I should upgrade to a 1000W power supply for peace of mind, or if I'm already well safe in the specs department. This would just be for general MMORPGs I think. Though I don't know all of the games my family member plays.
Thank you again for all the work you put into this and helping people like me get started!
EDIT Current, most parts ordered (Windows 10 will be going imaged onto a bootable flashdrive):
