Yes, to a degree, using a couple of spinlock collars if the plates are 'too thin'.
EDIT - looks like I misunderstood, I got one very similar* to this.
But this MAY NOT BE EXACTLY THE RIGHT ONE there are 2 models: *one with a solid metal spinlock base (often described as 14cm long, but it's 16cm; the handle is 2cm thick when screwed in, so there's ~14cm of loadable length). *one with a longer (20cm+) hollow screw spinlock base. This is designed for sand-filled weight plates; I wouldn't trust it with much weight.
