This is my new fave tripod that I carry on my belt with a tool spider holster. Not perfect because it has the lack of movement/stability issue you mention and it is top heavy in windy conditions. I love it because I can set it up/break it down in just 5 seconds.

I suspect something more stable/maneuverable is a holy grail. Alternative is a lightweight cheap three legged tripod that is bulky, harder to carry and takes more time to set up.
If anybody has found the holy grail then I’d love to hear about it though!
