These Tramontina sets from Costco and Sams are typically what I recommend for best overall value in clad stainless pans. Similar option that isn't always available or on sale for similar pricing: Cuisinart MCP. Same thing but smaller if space is a concern.

They are not necessarily the best performing sets, but they are the value kings atm. All-Clad D3 for example generally isn't a big step up in performance, but it can be nicer overall QC or fit and finish. Any of those sets are practically lifetime worthy, so it's up to you to decide how much performance or attention to detail you really need from the cookware.

I wouldn't recommend it. The main two flaws would be that the disc-bottom is too small, and the handles are not one uniform material (pure metal handles are oven safe so it's more versatile). If you were considering a stainless set for around that budget, I would look at this or this if you have it available. Alternatively this one for just a bit more.

Basically my advice to most people is to avoid disc-bottom pieces unless you are picking one of the 3-4 known reputable choices (disc-bottoms need to be thick and wrap around the entire base to make sense, 99% of cookware fails this including what you linked). Pick a reputable tri-ply clad pan, with Tramontina and Cuisinart MCP being the best bang for buck currently.
