40 gallon breeder is way too small for an adult. It will need a lot of time outside the enclosure to move around. You could build a 4 x 2 x 2 out of a single 4 x 8 panel of plywood and some extra wood and glass or plexiglass. Seeing as you're moving soon, you wouldn't really need to waterproof the panels as it will be a temporary enclosure. You can build one in a day.
For lighting, if you are going to use mini halogens, use the PAR 16s
They're halogen floods and will spread the light and heat over a wider area. Narrow beam lamps may end up only heating part of the lizard, resulting in it basking too long and risking burns. Two Par 16 halogens of 35 - 50 watt will be enough in a fully sealed 4 x 2 x 2. You must use a decent thermostat to control basking lights. Herpstat or Vivarium Electronics are easy to buy and easy to set up.
You will need a lot of substrate to hold moisture and impart humidity to the enclosure. There isn't enough vertical space in a 40 gallon breeder tank for this, so you will have to mist often if you use one. I'm suggesting that you don't and instead build a temp 4 x 2 x 2. The only thing I keep in a 40 gallon breeder tank is my lizards' Dubia roach colony.
