Quality: MX200 I personally use the MX200, and no issues.
I'm also a student on a budget, and I used this ASUS monitor as it has built in sound, great colors and is large enough to enjoy. Though it is a bit more than your budget, this is the cheapest I could find with built in sound and great view (with stellar reviews, ensuring its quality). If you want to go cheaper though, I would recommend Dell screens as they have discounts going on, look at their website.
Also yes, upgrade to Win10. I'm running it right now and have no issues.
