This one is better, both ports are QC 2.0.
Yes, that is the case.
This is the charger, both ports are quick charge:

And I just saw on xda it is again $10 off with code GRJPPFM6
That anker charger you linked - that is NOT quick charge. That's just a normal charger that charges a little faster. You have to get one that specifically states "quick charge 2.0"
I have this Aukey. Works great https://www.amazon.com/Quick-Charge-Charger-Micro-USB-Galaxy/dp/B0144S0PDK/
I just use it with a C to A cable
The only third-party charger I've purchased so far is this Aukey QC 2.0 car charger. It works well...sometimes. I've found that I have to plug the charger into the car, then plug the cable into the charger, then plug the cable into the phone. If I do that, it seems like the quick charge capabilities work correctly. If I don't, it just seems to function like a normal USB charger. For $12, I'm not totally disappointed, but it doesn't come highly recommended, either. I suppose it depends on your willingness to coddle your phone charger.
I like the Aukey one personally. https://www.amazon.com/Quick-Charge-Charger-Micro-USB-Galaxy/dp/B0144S0PDK/ref=sr_1_2?ie=UTF8&qid=1469728307&sr=8-2&keywords=car+aukey
This is the one I use https://www.amazon.com/4-Port-Charger-Charge-Samsung-Galaxy/dp/B00VFZKA22/ref=sr_1_12?ie=UTF8&qid=1469728307&sr=8-12&keywords=car+aukey
They make a bunch of different models and it's more versatile. But whatever you buy just make sure it has QC 2.0
