I live in the PNW and they’re the best boots I’ve bought in a long time. 100% water proof, look a lot nicer than they are and they’re supper comfortable. I constantly get compliments on them with people thinking they’re designer and I’ve worn them over 200+ time in the last year and a half that I’ve owned them and they’re still holding up great.

I come from the southern US so I'm used to summer temps of 80s to 100 and winter lows of 20s to 30s. I also get chilly around 60 so this is just based on my experience.

Go to a local goodwill or thrift store and buy some pants a little too big so you can layer them. Some days I wore 3 layers of pants. I'd wear leggings, thermals, and then some pants over that.

Get some long socks. Keep the plastic bag from the grocery store for when you want to play in the snow. I had on long socks with a plastic bag on that was tucked between my pants layers. This prevents melted snow from getting to your socks when you go inside.

Buy some good gloves and a thick hat that covers your forehead. Your hands will appreciate the gloves.

I didn't buy proper winter boots. I had a pair of rain boots with a good tread and just wore those with some good socks. This way they worked in multiple conditions. Also if you're living in the dorms please consider buying a boot tray for your salt covered boots. Nobody, especially the custodians, likes the salt and boots in the halls or on your rooms floor. I think that was one of the best purchases I made for my room.

As for coats I'd say buy whichever others have recommended but also have layers. I was able to get by on multiple days with a thermal, long sleeve, and light coat. Other days I'd have all of that plus another jacket between the long sleeve and coat. These layers also work for the fall because it can get chilly and you'll want a light layer to knock the chill.
