Fred Soll (an American incense maker with tons of fans here on the subreddit) has a Lavender stick. You can get single stick samplers with free shipping on his Amazon and/or ebay store fronts.

Past that, I know Mother's India Nag Champa series has a couple Lavender-forward blends that are quite popular. Their 'Ganesh' in particular seems to shove the scent forward. 'Purusha' also leans in that direction. (However, these are blends, so not really 'pure' lavender, but still lovely.)
