Many glow paints don't glow very much. They usually require 5-8 coats to get a decent glow.

My solution is to cut out the middle man and just buy zinc sulfate powder. It is what makes glow-in-the-dark stuff glow in the dark. You can add as much as you need to paint medium or to premade glow paint to get the effect you want.
