When I first started getting back into SF I picked one of these up and in my opinion it's a solid pad. The DPad is decent and the buttons are big enough and far enough apart to play with them as if they were a fight stick with the pad in your lap.

Edit: When it comes to input delay or lag most wired peripherals with correct firmware, drivers, and USB firmware/updates shouldn't create any noticeable input lag in most cases. I play with a QANBA Obsidian on my PC and can't say I've noticed any input delay or ghosting.
Personally I've had terrible luck with Power A controllers giving my problems within a couple months of purchase, but Hori has never done me wrong.

There's the Hori Fighting Commander OCTA for PS4/5 which looks similar and also has a thumbstick. They also have a version of it available for Xbox.
