Yeah keratosis pilaris is not fun. I've got it and have figured out a routine that doesn't get rid of it completely, but has made it basically unnoticeable.

First of all, switching to waxing instead of shaving makes a huge difference, but laser would definitely help too.

You'll want to make sure you're regularly exfoliating (at least twice a week) by scrubbing your legs with something rough. I like to use a salux cloth: https://www.amazon.com/SALUX-Nylon-Japanese-Beauty-Yellow/dp/B08DT52KKQ/. It does a fantastic job of scrubbing the dead skin that forms the bumps and will go a long way to making your skin smoother. You can find other products like mitts that basically do the same thing, but I like these because they're really long so they can be used to scrub the hard to reach spots on your back really easily.

You'll also want a chemical exfoliant of some kind to really tackle the bumps because I've found scrubbing doesn't quite deal with them enough. I use this one: https://www.ellabache.com.au/collections/exfoliants/products/gentle-enzyme-smoothing-body-exfoliant but I'm not sure of it's availability outside of Australia. I've also heard good things about this one: https://www.amazon.com/First-Aid-Beauty-Exfoliant-Keratosis/dp/B08GNS58PQ/ but really any kind of body exfoliant/bump eraser should help.

Finally, you need to moisturise after every time you exfoliate, otherwise you'll just damage your skin. My favourite is this one: https://www.amazon.com/CeraVe-SA-Smoothing-Cream-177ml/dp/B0B6RPN65M/ because it contains additional acids that will help smooth your skin even more, and it somehow reduces redness massively.

Hope this helps :)
