If $1500 is your budget for the total project, these may be the closest you could get to that. They're not the best quality but they fit within your budget. You could also look for PTZ cameras that are a little higher quality if your budget allows for it.

For $1500 I would recommend getting one good camera rather than 2 alright cameras. I'm not sure of the rest of your setup but I'm pretty sure you would be happier with the quality coming out of an EOS RP rather than 2 of the PTZ cameras linked above.
