If you're going Hikvision, consider Laview which is rebranded Hikvision. Their LV-PD514028C PoE IP camera has superior specs (4MP) for $95-115 each (depending on quantity) with free shipping:

These cameras are surface mountable and are fully enclosed in a weatherproof seal, however you are on your own for securing the cabling leading to the camera. I would recommend the metal junction boxes that are made for these cameras, they are also weatherproof with threaded cutouts (with blank plugs) on the bottom and side and there is plenty of room inside to keep your cable jacks safe from the elements:

If you're running exposed cable, I would get good quality outdoor-rated UV resistant CAT6. For extended runs, you might consider foil shielding to protect against ambient static and interference - in this case remember to electrically ground the drain wire at one end of the cabling.
EDIT: Hikvision's CB110 junction boxes are available on Amazon for under $10 each: https://www.amazon.com/gp/product/B01D8SDLZG/
