Lots of power strips are mountable which can be a type of permanent install, however if you want outlets even more integrated, you're going to need the kind of parts that electrical code describes, except I'm pretty sure you wouldn't like what is necessary for running power to the desk. If you want to DIY something that will usually be safe, you will need to install receptacles in approved electrical boxes in parallel and run a 14-gauge (or lower/thicker) extension cord to the wall (or thicker if you want it longer than 25 ft.) It will take up a lot more space and be a lot more work than mounting a power strip. Unfortunately I have not found that the price of power strips corresponds to the quality of the power strip, so research wisely if you don't want to have to replace the power strip anytime soon (or cause an electrical problem at your desk).
