I don't know :-/ I'd assumed that I must've seen another similar one around, but maybe not. Let's start farming the subreddit for an answer:
Inateck didn't work (post from 2 weeks ago), speculation that something changed in its design recently.
Inateck works, post from about a month ago. (also a link to a tanbin, which specifically has a switch to turn the "charge" functionality on).
Multiple reports of Inateck not working, then a replacement working, post from 2 months ago.

Inateck clone doesn't work, 3 months ago. A bunch of recommendations for others, including a "Tusita" that looks like the "Tanbin" mentioned above.
Moral of the story: Lots of conflicting info. There are probably multiple hardware revisions of the hub, just all dumped into a bucket together. Some provide power, some don't. It probably means that you could pop it open and bridge around a single diode to get it working.
Speaking of which, can we add a section for OTG hub compatibility?
I'm gonna go ahead and say this one does NOT work.
