Are you an adult? Most Longbows or Recurves at 20# will get you started out to 20yds, though they may not be blazingly 'fast'. Don't worry about overall length of the bow - it's more important to keep the draw weight low (20-25#) to start off as you learn. You also want the DRAW LENGTH to be at least as long as YOUR draw length (divide your height by 2.5 for an estimate).

You can find a decent take-down (take apart) bow for ~$100, maybe a bit less, but will also need arrows, glove or tab, target, etc..., so expect to pay $100-200, depending on what's included in the package. Anything less will probably be more of an 'intro' bow - it'll shoot, may have the same draw weights as the better bows, and may be OK to play around with or for kids (many will also be ambidextrous), but don't expect too much performance-wise. A one-piece bow may be a couple of bucks less, and may be OK if you don't ever plan on progressing past the backyard, but if you decide you want to increase weight to shoot farther down the line, you'd have to buy a whole new bow (with the Take-down bows, you can usually buy the limbs for between $50-100 new). Here are a couple of examples of relatively complete packages w/ the Samick Sage or Black Hunter bows (both decent, popular bows) that could get you started, though you can certainly get the bows separately and put your own package together, possibly excluding items you may not need (i.e., carry case) or include better quality items (i.e., finger tabs, arm guards, etc...).

I had a very similar bow when I was a kid. It would launch arrows, but I don't ever recall hitting anything with it consistently...
