I have to do the delete and re-pair stuff with an Xbone controller on an Android phone when the controller shuts off too. It acts like it's paired when turning it back on, but just stops responding to anything until being forgotten and re-paired.

I heard lots of bad stuff about bluetooth and Xbone controllers in Windows in various places, so I decided to go with the newer slim version of the Xbox Win10 adapter. It was a few bucks off for Prime members when I grabbed it. It's worked as seamlessly as being wired; just hold the guide button to turn the controller on and it connects to it in a second. Haven't had to pair it again since I first got it. Also, I think it's supposed to have less lag than bluetooth since it uses wifi direct and you can connect multiple controllers at once to it.

What kind of USB Bluetooth stick? Can you link the Amazon product page?

It should work with the official Xbox One wireless adapter:

For some reason Windows doesn't handle it correctly if you connect it directly over Bluetooth. If it's just a matter of remapping buttons you should be able to fix it in Steam's controller configuration.

I hope you get a better answer, I gave up on connecting them with Bluetooth and went with this adapter

First one needs to locate the configuration file. If the Bluetooth dongle/chipset has address DONGLE_ADDR and the gamepad has address XBOX_ADDR then the configuration file is /var/lib/$DONGLE_ADDR/$XBOX_ADDR/info. On my PC it looks like this: /var/lib/bluetooth/5C:F3:70:A3:31:C7/44:16:22:6D:6B:E5/info. This file will contain some gamepad specific stuff (at least the name), so if one is unsure one can guess a bit.The Bluetooth address of the Gamepad will be shown using the Bluetooth GUI of your distribution.In that configuration file the following section needs to be added:[ConnectionParameters]MinInterval=6MaxInterval=9Latency=44Timeout=216restart bluetooth with: systemctl restart bluetooth was sufficient too.
