Lower cost headphone amp $39 however it lacks RCA output like most $99 or better headphones amp have if you want to connect a pair of powered speakers or an amp or receiver and passive speakers so you would need to add a switch to switch between headphones and speakers or connect the headphone amp to a line or tape rec output on an amp or receiver.
Or if you will be getting speakers then many amps and most stereo and AV receivers heave a headphone jack or a few models of powered speakers have a headphone jack so you don't need to start with a separate headphone amp.
That's quite a nice setup for a public library! Will you be in the room monitoring their use to make sure they are used correctly and not abused?
Consider starting with lower cost and fully automatic AT-LP60XHP that has a headphone jack and includes headphones. Then if both turntables make it through a year of use use the leftover budget to upgrade one of the setups.

The RT82 will require phono preamp in addition to the headphone amp or there are a few models of phono preamps with a headphone jack.
