The best advice is to buy the biggest cage you can afford that has the correct bar spacing. We actually calculated the volume of each cage when we were shopping to compare 🙄. Remember that generally birds will use wider space versus taller, but our conure does use her WHOLE cage. They are very busy. We also found that we prefer to have play stands separate from the cage, so this setup works well for us. I hate the seed skirt for some reason (I may be the only one, but I hated cleaning them), so that wasn’t a factor.

I have this cage, that my budgies love. Because it's taller than others like this one my budgies go father down the cage, which lets me use the space more.
This is a very popular cage for conures and cockatiels, which I use and love. If you want something bigger, I've heard good things about this corner cage. There's also a double cage, which is around double as big as the first link.
Also, .5 inches is the maximum recommended space for budgies, so I'm pretty sure conures can go a bit bigger.
Hi! These are great questions and I think you’ll get a lot of helpful answers! I’ll take a stab at some of them:
I think you’re right, brightly colored pellet food seems very McDonalds-like. There are better foods out there. I give my birds sprouts, veggies/chop, and Roudybush & Tops pellets. It’s a ton of info so I’m happy to share details and brands/process etc if you’d like, just let me know.
I don’t use litter pellets so I can’t speak to those but I have always removed the bottom wire grid and placed newspaper or paper towels on the cage bottom for easy cleaning. Take a look at your cage though if you remove the bottom wire though, to be sure you’re not leaving too big of a gap that your birds could escape.
Budgies are foraging birds, so yep they’re probably quite happy to eat on their cage floor! Also, you don’t mention how long you’ve had them, but they won’t eat in front of you until they have more trust or a sense of security. So you are probably seeing a quick peck here and there, same with the water. I can finally offer my birds a drink and they’ll take it from the dish I’m holding, but that took a while.
Spray millet is a treat, it shouldn’t be available 24/7.

I have 3 of those cages. 1 is housing 6 Budgies, and the other two each have a cockatiel. Hopefully after quarantine I can put two cockatiels in 1 cage.

Nope, way too small. 15X11X21 are the dimensions of a travel cage, it would be too small for even one budgie to live full-time. This wouldn't be great for 3 birds,
but I've had this cage for 1-2 years and it works great, even for two birds (I only have one, but am working on getting a second and have heard from many that it works great for their 2+ birds) Fair warning, the cage bar spacing is 0.6'', so if you have really small budgies it might be unsafe. I've never had issues but some have, in reviews.
I have this cage by yaheetech for my two tiels, and it is plenty big enough for them. It is around the same size as the prevue. So I suppose it's all on preference; do YOU want something bigger? If your birds are in their cage for multiple hours at a time outside of sleeping (my birds are out all day, only get locked in to sleep), then you'd want to get the biggest one you can afford. Otherwise, the prevue will work just fine for them :)
