It doesn't look like it's bike certified, and it only is recommended for skateboarding. Think of this like a hard hat. It's designed to protect from repeated bumps, the kind of thing you'd have happen when messing around on a skateboard at a skatepark. Going down on a regular basis, but generally not at hugely high speeds. For Onewheeling I'd go with something that has that black styrofoam looking foam, which is single (big) impact but absorbs much more force. This is more for things like a slam on the road at 20mph or getting hit by a car, and much more likely to prevent serious brain injury than just some reusable foam in a shell like you linked.
