If i'm following this right, what you would do is create individual rooms for your switches.

The hub version of the sengled bulbs can perform all local processing with automation. It's a bit strange in configuration as you cannot set them up to execute a scene or a group. You'd have to add each light bulb individually in whatever automation you decide to use. The automation will specifically tell you that it's processed locally. When the internet goes out, you cannot utilize the smartthings app itself, but your automation will still run.

Hope that made sense.

I haven't looked into sengled edge drivers as it works fine with the default driver.

What i've done, which is a game changer is to have the automation turn on the light with motion sensors.

are supposed to be updated to support it. I can let you know once i get them how quick they process automation locally.
