I’d hang a big beautiful plant in a macrame hanger to the left of the TV.
Put square baskets in all the cubbies of the TV console, something like these: https://www.ikea.com/us/en/p/branaes-basket-rattan-00138432/
Instead of the baskets in the cubbies it might be more cost effective to just get a new TV console. Plus you’d have more room for electronics. l like the look of two of these put right next to each other (I saw some that did this on IG and it looked really nice. https://www.amazon.com/dp/B09YRKHT46/?coliid=I3B16N3RUX339&colid=2YQGD8VPQ85EX&psc=1&ref_=list_c_wl_lv_ov_lig_dp_it&th=1
I’d replace the vertical blinds with somewhat shear curtains: https://www.target.com/p/1pc-54-34-x84-34-sheer-clipped-curtain-panel-radiant-gray-threshold-8482/-/A-51593349#lnk=sametab

Also maybe not in the budget but maybe later you could get a rug to make it more cozy: https://www.amazon.com/dp/B08VVWHRG1/?coliid=I4FHEZVY6T3ZH&colid=3GYCT1SSNPNPH&psc=1&ref_=list_c_wl_lv_ov_lig_dp_it&th=1
Probably not in the budget but fresh white paint to brighten it up and make those beautiful beams pop.
Also, consider mounting TV on the wall a little higher and you could put some framed pics and candles on the TV console.
